OpenAI model fine-tuning disabled?

Is fine-tuning currently disabled? When trying in the studio, it says it is currently disabled for my region (EASTUS), but on the documentation page, every model has "N/A" listed under Fine Tuning Regions.

Thanks for reaching out to us, fine tuning models are disabled for all new customers(which means if you have no fine tune models deployed, you can not do it now ) due to capacity issue.

I am sorry for all inconveniences. Currently there is no exact time of when it will be opened again.
