Issue creating new configuration of AD Connect Cloud Sync

I'm in the process of setting up Active Directory Connect cloud sync. I have the agent installed on our server, and I have verified our domain. In the tenant when I click "new configuration" the dropdown on the next page is greyed out and there is no domain to select, can't seem to find and documentation on this.

    Verify you are a Hybrid Identity Administrator or Global Admin for the tenant.
