Above is not true for On-prim. "Cloud provider is always responsible for (except for on prim):" Above content even differs from the diagram mentioned in the above URL.

    Where am I seeing this?

    How does "On-prem" fit into the description below the digram?

    If you look at the diagram on this page, you'll see SaaS, PaaS, IaaS, and On-prem followed by text that describes your responsibility vs the cloud provider's responsibility. What is not explicitly called out here is that the descriptions only apply to cloud services (SaaS, PaaS, and IaaS).
