Scope of Azure AD Premium P2 License

Hi,

May I inquire on the following regarding the scope of Azure AD Premium Licenses:

Is all users within Azure tenant environment requires to be licensed to Azure AD Premium licenses in order to enjoy the features such as Conditional Access and Identity Protection?
What would be the effect of the licensing scope based on the following scenario:
- Currently, per Azure configuration in the organizational tenant level, the license availed is Azure AD Premium P2.
- Only 4 collaboration administrators who are licensed to Azure AD Premium P2, may I confirm if the purpose of assigning licenses to these administration is for them to use the available features for their administration or to secure the Office 365 Global Admin accounts?
- Based from the above, would the Azure AD Premium P2 license be applicable at an Azure organizational tenant level or the license would only be enjoyed by the users who were assigned with this license?

The answer of Andy helped a lot in clarifying the license enablement of Azure AD.

Some additional clarifications, are there any best practices by Microsoft in securing the Global Administrator accounts/group in Office 365 and Azure AD? This is still unclear to me when we inquired with our IT, they mentioned that the Azure AD Premium P2 license were assigned to the global admin accounts with the purpose of adding security controls to these accounts, may I know as to what feature from the Azure AD Premium P2 license would provide that feature to add security controls to the global admin accounts?
