Please check that your date and time stored on your system actually matches the current date and time and change it if necessary, because downloading updates requires that the stored time be accurate
Regardless of if the date and time is correct, you should probably try synchronizing the system clock with the internet time server (Control Panel -> Clock and Region -> Date and Time -> Internet Time -> Change settings -> Update now on the latest Insider build) and try it again to see just in case there might be a problem with time synchronization (if time.windows.com fails, change the time server to time.nist.gov)
