Cannot add Add-in to M365 Organization "Unable to extract Add-in's Details"

Question

Hello Everyone

I am trying to add this app to our M365 Infrastructure: https://apps.microsoft.com/store/detail/heic-converter-heic-to-jpg-photo-viewer/9PKB9Q1GG832?hl=en-us&gl=us

When I try to open it over the "Get Apps" function in the Microsoft Admin page, underneath Settings -> Integrated apps it does not find the app. It is also no able to find it when I try to add it over Powerhsell with this command: New-OrganizationAddIn -AssetId '9PKB9Q1GG832' -Locale 'en-US' -ContentMarket 'en-US'

But the App-ID should be correct according to the URL and when I click on the "App Badge".

Is it possible that you cannot add this to a business environment?
