Grant access to SharePoint list item

Question

I have a SharePoint list with personal information that I want each person to be able to create a record for and maintain. I have uploaded the initial list contents so I am flagged as the creator. I have activated item level permissions, with read access only to the person that created the record. They can also edit that record but just can't view anyone elses.

In order to allow each person to maintain their own record I am going into each record, breaking the permissions inheritance and granting direct access to that person with Edit access.

When the person tries to view the list using the link to that list they just see an empty page with the list title. What am I doing wrong?

I don't quite understand what you mean. If you want users to only see their own items, you can set the following settings at the item level permission level.

But with this setting, users can only see and edit the ones they created, and they cannot see the ones you created. Moreover, according to my test, the item level permission is the most effective. Even if the user has edit permission for other items, when the item level permission is set according to the above, the user still cannot see the items created by other users.
