Problem with GPO - Windows Server

Gentlemen, good afternoon! I have a problem in my organization's Active Directory, where everything I change in the "Computer Configuration" part in "new group policy" within AD is not effective, it does not work. Has anyone ever encountered this problem? I've attached an image with the part of the policy manager I can't use highlighted in red. Thank you all for your help!

    Is the gpo enforced? and have you tried gpupdate /force on any of the devices?

    Everything I put changes in "Computer Configuration" does not work. It's as if this was forbidden to be changed or there was something blocking it from being executed in the environment. :(
