Outlook will not save my setting changes and I can not receive emails

I can receive emails but not send but my server settings are correct.
If I try to save a setting change, outlook will not save it.

Win+i -> Apps -> Installed Apps -> Look for your Office Installation -> Change -> Online Repair.
