Widow Server Shadow copies Failed to create a shadow copy of volume E:\. 0x80043206.

Dear Sir,

  It has a Windows 2019 Standard server with HDD 64GB created. When I try to enable shadow copies in this 64GB volume. (Shadow copies shows an error message: Failed to create a shadow copy of volume E:\.  Error 0x80042306: 0x80043206



 If I try to shrink the volume down to around 50TB, it can enable shadow copies properly. Is it a limitation on Windows Server for shadow copy?
