How to allow external email to send email to distribution list (NEW EAC)

Are these options in the new EAC, now that those options have been fully migrated? We run on-prem AD and the Distribution List does not have a "Settings" tab in the new EAC:

    Is this group synced from on-premises?

    Hi there, Thank you for your time!

    Yes, the Distribution List is sync'd from the on-prem AD.

    I'm looking for what needs to be changed/set in the on-prem object to allow external contacts to be able to email this internal Distribution List.
