If your subscription was canceled, you will not be able to access the resources associated with that subscription.
Try to Reactivate a disabled Azure subscription
Go to the subscription and reactive it by converting it to a pay-as-you-go subscription. Then you can download and move resources. If you don't need the subscription after that, you can delete it.
If you have a backup of the database, you can restore it to a new subscription. To do this, you will need to create a new SQL Server instance in the new subscription and then restore the database to that instance.
