sad face on xbox app

so i basically have ultimate game pass and when i try to download a game (for example: microsoft flight simulator or sniper elite5) it shows a sad face over the install button. i understood it has something to do with the region or something like that and i tried VPN too but it didnt work. can anyone please help?
