TroubleShooting Error Loop

Question

So recently my xbox black has stopped working. Everytime it gets turned on it shows the troubleshooting menu. When I choose to restart, it keeps looping me back to the menu. When I select to reset and save my games it does the same thing all over again. The xbox started off with not loading into the regular menu, lagging and not functioning, to this. I kept googling and trying different methods but nothing works. I even checked out here since my error was E102. Nothing seems to be working and im unsure if there's anything else I could do. Im basically stuck in a loop. I would appreciate an answer if I just have to get it repaired or not.
