I was approved for OpenAI and while expirementing, I created two Azure OpenAI resources with GPT-3.5-Turbo deployments on each.
When I created a third experimental instance, I couldn't create another GPT-3.5-Turbo deployment due to exhausted quota.
I have removed one of the instances of the Azure Open AI service with a GPT-3.5-Turbo deployments.
AI Studio is showing only 1 deployment, but it's still showing maxed out quota:
Is this a know problem and I just have to wait?

As mentioned here,
With a quota of 240,000 TPM for GPT-35-Turbo in East US, a customer can create a single deployment of 240K TPM, 2 deployments of 120K TPM each, or any number of deployments in one or multiple Azure OpenAI resources as long as their TPM adds up to less than 240K total in that region. https://learn.microsoft.com/en-us/azure/cognitive-services/openai/how-to/quota#introduction-to-quota
Since you had 2 deployments of 120K TPM each, you may not be able to create third one. However, as you mentioned you have deleted one you mean you haven't used its limit. (120K TPM)
Also, may I know when you have removed the other deployment? Have you tried to log out and login back to the OpenAI studio?

I created several deployments with the official azure-openai-search-demo.
One of the deployments failed at some point (time-out or something) and I couldn't delete it properly with "azd down".
So I went into the Azure portal and removed the ressource-group manually.
After that, the quotas in Azure OpenAI Studio were still allocated, even though, the deployment was deleted.
And yes, I tried loggin out and in again. Maybe Microsoft can try to turn off and on the Azure OpenAI studio.Can it be, that if I only soft-delete resources, that they still allocate the quotas?

I have deleted the "OpenAI" resource before deleting the model deployment from Azure OpenAI Studio.
