Creation of user not logged in Azure Audit Log

Hi there,

I've identified something weird in my tenant. Whenever I create a user it's not logged in the Azure Audit Log, in other tenants it works. So seems like it's a tenant issue, so far I've checked the license it's Azure AD P2. It does log some activity, but not the creation of the user. I also checked using the Graph Explorer to see if it's a GUI only issue, however don't see the log entries there either. I've tested it with creation/deletion of two separate users.
