MS AuthenTicator - Passwordless Phone In won't Enable

Trying to enable passwordless login to Windows 10 Pro Device.

Get as far as Set Up Phone Sign In for User in question having successfully registered MS Authenticator as Authentication Method.

At Set up Phone Sign in saying "we ran into an error" relating to a) Phone Sign In, b) Notification Approvals and c) One-Time Password Codes.

Any ideas.
