As error suggests that, you have selected different subscription than the one has access to Open AI.
Can you also confirm/double check/verify if you are using the same Subscription ID?
It's possible that the error you are encountering is due to not selecting the Azure subscription used in the OpenAI onboarding application while creating a resource. Could you please verify this and confirm?
I see you have different subscriptions and in the email screenshot which you have shared earlier doesn't seems to have the one you have selected.
