Trouble accessing Volume licensed product on portal.office.com

I am having trouble accessing our volume licensed software on portal.office.com. My manager sent me a link to the site and when I follow the link, I get this error:

I have the roles of Global Administrator, Intune Administrator and Billing Administrator associated with my username. What I am I missing? The other roles seems like they have no relevance to the error.

I should be able to see something like this:

But I am getting this screen when I click on the products link in the sidebar:

    @Alex , Thanks for posting in Q&A. From your description, it seems you are accessing Microsoft 365 admin portal. but get permission issue. Based on my researching, global administrator can access Microsoft 365 portal.

    But from your description, it seems you already have global administrator role. You can check if Microsoft 365 license has also assigned to your account. If yes, then I suggest you contact Microsoft 365 support in the following link to look into the issue:
