Cannot create publicly accessible database

Once upon a time I could create a small cheap database through the portal and connect to it from visual studio once my ip was allowed through the firewall. Now I seem to be forced to create a virtual network? I don't even know how that works. I'm a developer. Am I misunderstanding something? I can't seem to do public access with ip restriction anymore.

    Please do the following steps. Using Azure Portal once you select the database, make a click on Set Server Firewall.

    Then choose selected networks.

    Then you just need to add your current client IP address and any public IP address you want.

    You don' need to do more than that.
