incomplete list of email addresses in exchange

We have a problem on the new on-premise exchange server. When delegating rights to a Send as and Send on Behalf group. We do not see a complete list of users to whom we can assign rights. Only groups and one user are listed. If I add rights via powershell, they will be assigned. But you can't do it from the list because 99 percent of email addresses are not in the list.
