Why am I getting 'No response received' when logging in to Outlook app in iPhone?

I'm trying to add email account to my iphone's outlook app. Upon logging in, I was asked for OKTA code (We are using Okta for authentication). Then when I switch to Okta verify app to get the code and return to the page where I should input the code, I'm already getting the 'No response received'.

I already tried to restart my phone, uninstall and reinstall my outlook app but it's still the same issue. I'm hoping someone can help me with this. Thank you!
