How to set a static device address for the BLE when using ble as a GATT Server

Question

I make a GATT Server (HID keyboard) on win10.

And i can pair it and bond it with my Android phone.

The connection is ok!

Then I close my gatt server(program on win10), and reopen the server.

At this time, the ble address is changed, and i can't connect the server with my phone any more.

I have to unbond the device from my phone, and re pair an re bond again

I think this is because the ble server address on win10 is change, and the android phone

use the old address try to connect to the server, it failed!

So, how can i make a static device address for the ble server on win10?

or is it any other way can solve the problem?
