Cannot give on prem calendar permissions to exchange online users

We migrated a few users to exchange online. Hybrid Deployment. Exchange 2013 on-premises servers. Using aadconnect. We are not able to grant the migrated users permissions to any on-premises calendars. When I logon as an on-premises user and try to give calendar permissions to the migrated users I receive the following error: "non-local users cannot be given rights to this server". Also, the migrated users are showing red slashes in the GAL, cannot make appointments and cannot see free/busy on the calendars.
How do I correct? Thank you.
