I'm confused why I passed the invite and still can't create openai.

But now it reminds me that I have not subscribed to openai.

    Check your regions; OpenAI may only be enabled in a specific region for you, capacity is restricted and managed, so no all regions may be enabled for you.

    Also if you have other subscriptions, make sure they haven't been onboarded by mistake - it should be the subscription ID you gave.
