by defaults,all distribution lists allow only to send/receive email within the organization.
if users can make a global distribution list external when needed or do Admin need to do that?

An Owner of the group can change the corresponding settings via OWA, if enabled by policy (by default, it's enabled). Though it looks like Microsoft has made a mess of accessing said settings, so it's currently more complicated than it should be.
