In Office 365, if one message is identified as "Quarantined", will it be still allocated to the receiver Email address or not?

You mean if it counts towards the recipient's mailbox quota? No, as quarantined messages are held separately. Only if you choose to release the message to the recipient it will contribute to the quota.
The exact message would never reach the destined Email address whenever it is with "Quarantined" status, right?
Yes, that's the whole idea of the quarantine approach.
