We in place upgraded our Certificate Authority from Server 2016 to Server 2019, now the web enrollment page does not load

We did an in place upgrade of our Certificate Authority from Windows Server 2016 to Windows Server 2019. Now when we go to https://%FQDN%/certsvr we get "This %FQDN% page cannot be found". This happens after entering credentials on the pop up which requests them.

    When I go to this url, the page responds by asking for login credentials. It is only after login credentials are entered that it goes to the message that the webpage cannot be found. THis happens from multiple computers, for multiple users, and from multiple browsers.
