Default Apps per user configuration

I need a way to Set Edge as the default mail app and as the default mailto app. but the thing is I need this only for a certain AD Group.

So I can use the AppAssociations XML per Computer configuration.

Is there a way to set Edge as the default app per-user configuration 

The Scenario is we are deploying Outlook web app in Citrix the app is ready. We are deploying the app to an AD Group

We have also Configured the Protocol Handler per GPO Register protocol handlers (admx.help)

it works but only if you set the default Mail App to Edge

in the environemt there is a AppAssociations XML with all the default apps the is deployed with a GPO in it the Microsoft Outlook Client as default mail app

I need to overwrite that for the members of the Group
