    Hi Kevin Sauerland

Global Administrator: This role has the highest level of administrative access in Azure AD and can perform all administrative tasks, including restarting provisioning of an enterprise application.

Application Administrator: This role is focused on managing application settings and permissions within Azure AD. It does have the ability to restart provisioning of an enterprise application.

Cloud Application Administrator: This role is specifically designed for managing applications in Azure AD. It grants the necessary permissions to manage and configure enterprise applications, including the ability to restart provisioning. Please click "Accept as answer" if this helps.
