KB5027223 and KB5027231 cause the magnification api to capture black video frames

I am the research and development of Tencent Conference. Our users reported that using the magnification api to capture the extended screen will capture black frames, but the main screen will not capture black frames. Users reported that there were no black frames before updating KB5027223 and KB5027231, . After updating KB5027223 and KB5027231 A black frame appears.

The user's system version and graphics card are as follows:

User 1: System version: win11 version 21H2 (Os build 22000.2057)

Graphics card name: NVIDIA GeForce RTX 2070

User 2: System version: win11 version 22H2 (OS build 22621.1848)

Graphics card name: NVIDIA GeForce RTX 3060 Laptop GPU

    There is no such known issues registered before with KB5027223 and KB5027231 before.
