Lifecycle Workflows - Schedule not running

I cannot get any Lifecycle Workflows to run via schedule. For example I created a Workflow to just send an onboarding reminder email to a pre-hire.

Execution conditions:

7 days before employeeHireDate

Scope = AccountEnabled eq "True"

So it should run against anyone with an employeehiredate in September for example. I have several users where the above conditions should be met but the Workflow doesn't run despite being scheduled to.

No users are appearing in the "Execution User Scope" either.
