Currently it is not possible to deploy Teams without network. The following are the prerequisites for deploying Teams you should check:
- Do all premises have internet access (to connect to Microsoft 365 or Office 365)?
- Do you have a verified domain for Microsoft 365 or Office 365 (for example, contoso.com)?
- Does your organization have Exchange Online and SharePoint Online deployed?
