Given the questions in your original post, I'll address the first one for you: Is there any other way to get the data of opened and downloaded documents from SharePoint Online?
We can track Document Downloads from Audit Log. I tested it today, this function is still available, please check the steps:
- Login to Microsoft 365 compliance site at https://compliance.microsoft.com
- Click on the “Audit” link on the left navigation (URL: https://compliance.microsoft.com/auditlogsearch).
- Select the date range, and Set the “Activities” dropdown to “Downloaded file” under “File and page activities”. Optionally, you can set the filter to “File, folder, or site”.
- Click on “Search” button to initiate the audit log search.
How to See Who has viewed a File in SharePoint Online? Please see the steps below:
- Go to Site Settings >> Click on “Manage Site Features” under Site Actions.
- Activate the “SharePoint Viewers” feature.
- Wait for a few minutes, and when hovering over a document, You’ll see the names of the people who have viewed a document!
