vc_runtimeMinimum_x64 is missing

Question

My vc_runtimeMinimum_x64 is missing.

If I press OK this happens:

I have watched many Youtube videos but no one worked...
If I try to install 2019 x64 minimum I get the same error like at the top of this post.
If I press cancel I get an 0x80070643 errorcode and this:

I hope anyone could help me with this problem.
