The error message indicates that Snowflake is unable to access the remote file, and suggests that you may need to grant proper access permission to Snowflake in Azure Blob Storage when using shared access signature.
Could you please confirm while generating SAS token you selected required permissions ? If not, please try that and share updates.
If not helps, then please share more details on SAS generation what you selected there and at what folder level you generated SAS?
