In Word 365, Why do the page breaks in edit NOT match the ones in view mode?

In Word, while working on an essay.... It is very common to make edits along the way, in all sections. I understand that the whole document will move up or down as lines are added or deleted.

At the end, when I preview, I see the page breaks are not where they were while I was editing. So I go back to edit mode and move things around a few lines here and there. Then, going back to view, the page breaks seem to have moved about at random, with no connection to the page breaks shown in the edit screen. So it becomes a long painful process of switching between edit and view 38 times in order to get the thing paged out correctly in view mode. In short--the page breaks shown in edit do not nearly match those in view, especially if one types a new line or two or moves the blank lines about. What can be done about this?
