Can Visual Studio subscriptions be assigned to GCC High users?

When my company migrated from Azure Global to Azure GCC High in 2021 we retained our old tenant for the sole purpose of assigning Visual Studio subscriptions because Visual Studio did not recognize GCC High tenants. Is that still the case? Is it possible to assign subscriptions to GCC High AD user accounts? Thanks.

    Please refer to: Signing in fails when using GCC High tenants.

    Visual Studio Subscriptions subscriber portal and admin portal don't support GCC High tenants, also known as private or government domains. This limitation also applies to subscribers attempting to sign into the Visual Studio IDE. To access Visual Studio subscriptions, your organization needs to have a public tenant. For further assistance creating a public tenant, contact Azure support.
