Thank you for posting your query on Microsoft Q&A, from above description I could understand that users are prompted to have approval for consent every time they are accessing the API.
Please do let me know if this is not the case.
Kindly validate the following:
- If Admin consent for all the permissions requested by App has been approved by admin:
- Check if tenant admin has disabled user consent for your organization. Navigate to Azure AD > Enterprise Application > Consent and permissions (under security) > User consent for applications and validate if user is allowed to consent.
