Is there any walkover on event-based activation?

Hello!

We are implementing Outlook add-in and we have implemented event-based activation to subscribe to onMessageSend event.
Everything works fine on all the platforms that supports min version set 1.12.
So my question is, is it possible to have event-based activation on platforms with older version.
Or maybe some walkovers or custom ways to implement event-listener when User clicks send mail?
