NPS with Azure MFA

We've set up several wireless access points and have configured NPS as their RADIUS server. All users connecting to the access points must have certificates from our PKI, and this all works great. However now we're trying to use the NPS Azure MFA extension and aren't sure how to deploy this, even after following the Microsoft guide. When the user connects to the wireless access point, we want the NPS server to challenge the user to authenticate with their Azure AD account credentials, but we can't make it work. All users are properly synced with AD Connect, all are registered for MFA, so we've got all of those down, but we can't figure out how to get NPS to challenge for the credentials.
