How to send message in a model popup to all teams users in organization at once

We need to send popup message to all users of organization in one go without installing any app in users teams client

Is there any way to achieve this?

    This function is not available now in Teams. While it hasn’t been implemented yet, you can utilize outlook to still make this happen. To create a Outlook.com group and add organization members, and then make the group the recipient, it will send emails to all members of the group. For more details about its steps, you may refer to the article.

    Meanwhile, to get this feature more quickly, we recommend you give the feedback in Teams UserVoice. Many features of our current products are designed and upgraded based on customers’ feedback.
