Can't use new Surface Go because it says my MS account doesn't exist

Today I bought a surface go specifically to work with my business ms 365 account. I can't set it up because it says my MS account doesn't exist. Of course it does because I'm logged in here with it.

A search tells me to add a device, but I can't because on Manage Devises there is no "register a device" link.

I see weird responses about aliases accounts and other things when this should be easy. I should be able to use my MS 365 account on my new MS computer. Or at the very least, there should be a clear answer or someone who can answer this.
