What is the difference between add all users and add all devices ?

If I deploy apps to all users , will it install it on aad registered devices or aad joined devices ? and wats the difference between both all users and all devices

You can archive same result whenever you use All Devices or All Users, but MS recommendation is to assign all standard stuff (Bitlocker settings, M365 app) to devices when the point is to assign them to all computers. MDM protocol should decide itself, whenever to use System or User context. But for desing and hiarcy things should be deviced between users and devices. AAD registered devices will also get the content I believe.
