We have offline network (local network) without internet connection in this network we have exchange server 2003 I want to upgrade it to exchange server 2019 without internet connection any steps or solutions for this??

As far I know you cannot upgrade directly from 2003 to 2019, you will need to upgrade to 2010 atleast to get it upgraded to 2019. This should be possible. there are few cases related to Ex2010, but It can be seen from the discussion of this post that it can be installed without an internet connection.
