How to get excel to use specified x values for scatter instead of counting whole numbers 0,1,2,3

Hello all,

I am trying to create a scatter plot of stress (y) v strain (x) from a csv file that I obtained through a load cell but excel will not use the x data I specified. It just assigned 0,1,2,3... to each y-value. I have double checked that the series are the same length and that all values are number format. It just seems to have a mind of its own. I have attached a screenshot of the plot as it is showing currently, and an example of what the data should look like. Not sure if I can send the real excel file with my company's restrictions.
