This is a forum for technical questions. Yours is a question about legal matters. You cannot expect authoritative answers on legal matter from techies.

The licensing guide for SQL 2022 is here: https://download.microsoft.com/download/9/3/d/93d32de6-f268-45ed-ba25-2f9a6756b6af/SQL_Server_2022_Licensing_guide.pdf

If you don't find the answer there, you need to talk to your local Microsoft representative. You can also call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist. Or you can go to Volume Licensing Service Center support. Please choose region/language and choose to call or have web. People there will help you more effectively. (This last part is something I culled from an older post by Cathy Ji.)

    Hi @Chingis,

Power BI Report Server is available through two different licenses: Power BI Premium and SQL Server Enterprise Edition with Software Assurance. See Microsoft Volume Licensing for details. With a Power BI Premium license, you can create a hybrid deployment mixing cloud and on-premises.

If you publish Power BI reports to Power BI Report Server, you also need a Power BI Pro license. You don't need a Power BI Pro license to view and interact with Power BI reports on Power BI Report Server.

Check: Licensing Power BI Report Server

    Regards,

    Zoe Hui
