Compliance: How to get users without microsoft 365 licensing to view files that have sensitivity labels applied

We have a number of users that are non-email enabled as well as a number of thin clients with basic user accounts with no rights. How do I apply sensitivity labels to our files but still allow these accounts to view them when they don't authenticate to our Azure AD or have any licensing?

    Thanks for reaching out.

    If your organization does not have a cloud-based account for you to use, then you can view files using below options:

    • If you were sent a protected email, follow the instructions to sign in with your social identity provider (such as Google for a Gmail account) or apply for a one-time passcode.
    • You can apply for a free account that will accept your credentials so that you can open documents that are protected by Rights Management. To apply for this account, click the link to apply for RMS for individuals and use your company email address rather than a personal email address.
