Does Azure AD B2C require a linked subscription for access token generation?

I followed a tutorial linked here for Azure AD B2C, however, my B2C tenant is not linked to my active subscription. I was able to successfully create a test user in B2C, but when trying to call my API, I received a 401 unauthorized error. Upon checking, the access token value in my console was empty. Is this because my subscription is not linked to the B2C tenant?

    The subscription is required for Support, Billing and to use Custom Policies. If no subscription is linked to Azure AD B2C, the Identity Experience Framework option will be greyed-out as highlighted below:

    Without this option, you cannot create and manage Custom Policies.

    To link a subscription to an existing Azure AD B2C tenant, you need to:

    You should receive the access token. If you are not receiving it then looks like an issue is with the configuration.
