Azure says I've reached my 3 public IP address quota when I have no IPs

I just started using Azure. I attempted to deploy a few VMs and they all failed after getting stuck in creating.

I changed the OS I was installing, but now it's telling me I have exceeded my public IP address quota even after I went into the resource group and deleted everything.

I have no IPs allocated anywhere nor will it let me select an existing public IP to allocate to my new, working, VM.

It looks to me like either this quota system is broken or I don't understand what deleting all the networking out of my only resource group does.

    For anyone else who bumps into this - it looks like Azure automatically creates another resource group?

    The name is NetworkWatcherRG. You have to go into that resource group and clear all the public IPs out and then you can go recreate new ones if you want.

    Have you tried to see if there are some Public IPs still exists undeleted? You may check it in azure portal as follows.

    If you are not seeing anything at all, wait for some time to refresh the deletion and try again

    You may also try to increase the resource quota as indicated in the following document

    To raise the limit or quota for your subscription
